South Korea is taking duty-free shopping to a whole new level, with plans to exclude face lifts, breast enlargements and liposuction from value-added tax for tourists.

Desperate to boost tourism after an outbreak of Middle East Respiratory Syndrome hurt the economy, the country will give tourists a 10 percent refund on cosmetic surgery for a year starting April next year.

메르스 발생으로 경제가 타격을 입은 이후 필사적으로 관광객의 증가를 위하여 한국은 4월부터 시작하여 앞으로 1년 동안 성형 수술을 한 관광객들에게 10%의 세금 환급을 할 것이다.

MERS led to more than a 40 percent drop in the number of tourists visiting South Korea in June. Visitors from Taiwan and Hong Kong fell the most, by 76 percent and 75 percent each from a year earlier.

메르스는 6월달에 한국을 방문하는 관광객 수를 40%이상 감소시켰다. 타이완과 홍콩으로부터의 방문객들이 각각 1년 전보다 76%, 75%씩 감소하여 가장 많은 하락세를 보였다.

The number of procedures performed in South Korea covers about about 2 percent of the population, arguably making the country the cosmetic surgery capital of the world. 

한국 인구의 약 2%가 절차 수행을 했는데, 그것은 거의 틀림 없이 이 나라를 세계의 성형 수술 수도로 만들었다.

Of the more than 4 million such surgeries performed worldwide last year, about 5 percent were done in South Korea, trailing only the U.S., Brazil and Japan, according to the International Society of Aesthetic Plastic Surgery.

Now, officials are hoping the tax break will bring in more tourists and boost the economy, although a weaker yuan may be a party pooper for Chinese visitors.

"The tax change should lift the number of Chinese visitors next year, although Korea should really make this permanent to give it a real boost," said Kim Soo Woong, a director at the Korea Health Industry Development Institute.

Seoul's BK Plastic Surgery, located in the so-called beauty belt of Gangnam alongside hundreds of other cosmetic surgery clinics, offers airport pickups and makes hotel reservations for foreign clients. 

다른 수 백개의 성형 수술 클리닉과 함께 강남의 소위 뷰티 벨트에 위치한 서울의 BK 성형 외과는 외국 환자들에게 호텔 예약과 공항 픽업 서비스를 제공하고 있다.

The clinic has about 20 surgeons and 15 interpreters, speaking languages including Chinese, Japanese and English. The website features messages from Korean celebrities popular in China, including actor Chae Rim.

이 병원은 약 20명의 성형외과 의사와 중국어, 일본어, 영어 등을 구사하는 15명의 통역원을 데리고 있다.

Korea's gross domestic product grew just 0.3 percent in the second quarter from the previous three months.

지난 2분기 한국의 국내 총생산은 겨우 0.3% 증가하는 데 그쳤다.

 The government hopes to make about 3.5 trillion won ($3 billion), or about 0.2 percent of GDP, from medical tourism by 2020, up from 726.3 billion won as of 2012, according to the Korea Tourism Organization. 

한국 관광협회에 따르면, 2012년 현재 7263억원으로부터 2020년까지 정부는 약 3.5조원(30억 달러) 또는 GDP의 약 0.2%를 의료 관광으로부터 나오기를 희망한다.

The number of tourists visiting Korea for medical procedures more than tripled to 266,501 last year from 81,789 in 2010. The tax breaks on cosmetic procedures should boost those numbers further.

의료 행위를 위해 한국을 방문하는 관광객의 수는 2010년 81,789명으로부터 작년 266,501명으로 3배 이상 늘었다.
